Shirley has seen firsthand what happens when young people are given guidance and purpose. Through skills workshops, community support, and OOCSA’s Loloma Box initiative, she’s helping turn struggle into sustainability.

"This is a statement from Shirley Emberson:
➡️ I saw that many young people were navigating life without guidance. The outrigger—rooted in discipline, teamwork, and connection to the ocean—offered a powerful metaphor for life and learning.
Four unemployed youth were sponsored by OOCSA to attend a skills workshop. Through this opportunity, they received official certifications and are now thriving—gaining purpose, confidence, and employment.
I would like to see the young people of the islands anchored in faith, proud of their cultural identity, and empowered with skills that lead to sustainable programs.
In 2020, The Ovalau Outrigger Canoe and Sailing Association launched the Loloma Box initiative to support widows, orphans, and vulnerable families by delivering essentials like food and clothing across islands—spreading a message of love, unity, and remembrance.
Despite challenges like high fuel costs and limited donations, the team stays committed. The initiative also supports the Community Link concept, which aims to maximize impact by using all available local resources."
